Shanghai Pudong Bio Industry Association，also known as SPBIA (The former Bio Pharmaceutical Association of Pudong New Area, PDBPA) was officially founded on September 12th, 2002. According to “The Registration and Management Principal for Social Groups”, SPBIA, which is a legal entity approved by the Bureau of Civil Administration of Pudong New Area, will recruit voluntary members from biotech enterprises and institutions registered in Pudong New Area.

Within the past five years, SPBIA has devoted to unite enterprises, institutes and universities with their entrepreneurs, specialists and technicians engaged in the area of bio industry. Based on the thorough understanding of the state-level biological industry development priorities as well as the new trends in global biotech industry development, SPBIA has actively carried out government-to-enterprises communication and interchange on academics, products, technologies and projects, also has made great effort on policy study and propaganda in the area of bio pharmaceutical industry. SPBIA has positioned itself as service provider for bio pharmaceutical enterprises and research institutes in Pudong New Area as well as the bridge of communication with the government. Therefore, it is able to make contribution for the prosperity and development of bio-pharmaceutical industry.

In recent years, domestic biotech industry has experienced tremendous growth, with Zhangjiang Hi-tech Park taking the lead position in China. Currently, over 30 state R&D centers, dozens of the world top 500 multinational pharmaceuticals as well as hundreds of medium and small sized startups in the biotechnology industry chain all gathered at Zhangjiang. To this end, under the guidance of Pudong Development and Reform Committee, the Pudong Social Affairs Bureau, and Pudong Science & Technology Association, to take the opportunity of the pilot for Pudong comprehensive supporting reform policy, allowing Pudong experience new approaches ahead of other part of China, SPBIA has transformed into an industry association and has changed its official title to Shanghai Pudong Bio Industry (SPBIA), which was approved by vote at the first conference of the third congress and was approved by the Pudong Social Affairs Bureau on May 12th , 2008.

After transforming into the industry association, in order to meet the needs of government function transfer, SPBIA will make great effort to upgrading its level and expand its service area by executing service for industry, accelerating self regulation, statistics, coordination, consultation, training, communication etc. Thus SPBIA will take over more government functions and provide all-round services to member units.

Chen Zhu, Minister of the Ministry of Health, director of Chinese National Human Genome Center at Shanghai and Hui Yongzheng, former Vice-Minister of the Ministry of Science and Technology, are the Honorary Presidents of SPBIA. Chen Kaixian, the Party Committee Secretary of Shanghai Institute of Biological Sciences of CAS, president of Shanghai TCM University serves as the President of this association. All enterprises, scientific research institutes, colleges of medicine, which are engaged in biotech industry and are registered in Pudong New Area, can apply for and join SPBIA.
