On June 24^th, 2008, the Pudong Social Affairs Bureau held a forum of transforming governmental functions and developing social organizations. All the attendants agreed that social organizations are the solution to downsize the organizational structure of the government. Thus, it has become an important measurement for the government to promote comprehensive reformation by fastening the transformation of government functions and deepening the reform of administrative system.

Currently, there are nineteen registered industry association, representing 10% of total social organizations at Pudong, including Shanghai Pudong Bio Industry Association, a newly proved industry association that has made remarkable development during the past.

At the forum, the vice secretary general Mr. Chen Yong expressed his concerns regarding the transformation of government functions. Instead of temporarily authorizing some government functions to the industry association, he recommended that in accordance with separating government from enterprises, the government shall let the market and intermediaries to complete all the affairs that  government should not manage, or can not manage.   Also a Consultation Meeting System should be executed within the industry association before making any industry related policy.

A series of financial support policies have been established by the government. The government department should authorize social organizations to take the responsibility of social management and public service. Vice Chief executive of Pudong Mr. Guo Jianfei, head of social affairs bureau Mr. Wang jiazhen, Head of Social Development Bureau Cao Xikang and representatives from government and all industries association attended the forum.
